Propose the closer directive for third-party closers

A component from a package the application does not own often
implements io.Closer and never Stopper. Today the application closes
it through a cleanup-returning provider or an adapter type, and both
cost code per closer.

ADR-016 proposes a //yama:closer comment on the provider's entry in a
wire.NewSet call. Yama binds that provider's Close to the teardown pass,
under the pass context and through the Stop interceptors. Google Wire
does not change.

Add the closer directive and closer component to the glossary, and
widen "occupies a level" to include a closer component.
