cmake: choose the C++ standard before adding the dependencies

add_subdirectory() freezes CMAKE_CXX_STANDARD and CMAKE_CXX_FLAGS as they
stand, and OssiaDeps ran before OssiaConfiguration had picked either, so every
dependency chose a standard of its own -- libremidi its own fallback of 20,
kfr 20 explicitly, the rest whatever CMake defaulted to -- while ossia built
at 23. boost.asio tags its inline namespace with the language features it can
see, so that inconsistency is what produced two incompatible asio ABIs in the
Windows build.

Move just the standard selection, and /Zc:__cplusplus with it, into
OssiaCxxStandard and include it before OssiaDeps. The rest of the flags stay
in OssiaConfiguration, after the dependencies: /permissive- and our warning
settings have no business being imposed on third-party code.

The clang-cl and MSVC branches now differ only in the standard flag, so the
MSVC flags collapse into one block. A dependency that pins its own standard,
as kfr does, still wins for its own targets.
