cmake: name both branches of the asio buffer debugging definition

$<$<CONFIG:Debug>:BOOST_ASIO_ENABLE_BUFFER_DEBUGGING> evaluates to nothing in
every other configuration, which leaves an empty entry in the directory's
COMPILE_DEFINITIONS.

Qt before 6.6 copies that property into moc's parameter file verbatim, one
"-D<definition>" line per entry, so the empty entry becomes a bare "-D". moc's
option parser then takes the line that follows as that option's value -- and
the line that follows is the "-o" naming the output -- which leaves the output
path as a second positional argument:

  moc: Too many input files specified: 'moc_qml_plugin.cpp' 'qml_plugin.hpp'

This one is last in the list, so it is the one that swallows the "-o".

Qt 6.6 started filtering bare -D/-I out of that file (^-[DI]$), which is why
this only breaks where the distribution Qt is older: Debian bookworm and Ubuntu
noble both ship 6.4.2. Reproduced against moc 6.4.2, where the same qml_plugin
moc rule now runs.

Naming the false branch keeps the definition list free of empty entries,
whatever reads it.
