Point Dependabot at develop and assert it stays there

Both update entries targeted master, so every bump landed on the release
branch and diverged it from develop until the next release merge. develop
is the default branch here, which is also where Dependabot security updates
go: they ignore target-branch entirely. Aiming the version updates at
develop too puts every Dependabot commit on one branch, and CI now fails if
either half of that drifts.
