ci: spell out the install and build commands for compressed-size-action v3 (#971)

Bumping the action to v3 on its own (#966) fails with "Input required and not
supplied: build-script". The missing input is only the first of three
behaviour changes, and the other two would have failed after it:

- build-script lost its 'build' default and is now required.
- build-script and clean-script are exec'd verbatim instead of being passed to
  `<package manager> run <name>`, so the value is a command now, not a script
  name. "build" would look for a binary called build.
- v2 detected the package manager and always installed dependencies. v3 only
  installs when install-script is given, so the build would have run without
  node_modules.

v2 resolved the install to `npm ci` here, because a package-lock.json is
committed, so that is what is spelled out to keep the previous behaviour.

Checked out clean and ran what the action will run: `npm ci` and
`npm run build` both succeed, and the action's default pattern still matches
the same three bundles v2 reported, so the size table does not silently go
empty.

Supersedes #966, which cannot add the inputs the bump requires.
