fix: repair remaining dangling spec refs in rolling.rs (#287)

PR #284 (DAL-260) corrected eight of the dangling SCE-00 labels that
had also spread into rolling.rs, but four sites remained on main. Fix
exactly those four with the wording already approved in the #282
review: the bare D7 in LatePolicySpec::Drop becomes SCE-00 D7
(contract section 9 defines the three per-operator late metrics), and
RollingValuePolicy plus the Min/Max variants anchor to SCE-00 D3,
contract section 5.2 (Stateful numeric values), the entry that
actually freezes the null/NaN policy. No line touched by #284
changes.

The RollingValuePolicy, Drop, Min, and Max doc comments are
JsonSchema-derived contract text, so regenerate
project-v3.schema.json, web-ui/openapi.json, and
web-ui/src/api/schema.d.ts from the corrected source; cross-section
descriptions stay byte-identical to main.
