fix: correct dangling SCE-00 D3.2 spec tags in operator comments (#284)

SCE-00 artifacts define D-entries only at section level (D1-D13); the
D3.2 label cited by rolling.rs, cross_section.rs, and one cross-section
test exists nowhere in them. Every flagged comment freezes null/NaN or
frozen-output semantics whose real anchor is contract section 5.2
"Stateful numeric values" under SCE-00 D3, so correct each tag to
(SCE-00 D3, contract section 5.2) following the pattern PR #282 set,
keeping the valid secondary D5/D6 anchors where the comment also cites
rolling frames or cross-section groups.

rolling.rs RollingValuePolicy (line 307) is deliberately untouched: the
open PR #282 already corrects that line, and editing it here would
conflict. Regenerate schemas/project-v3.schema.json (gen_v3_schema),
web-ui/openapi.json (export_openapi.py), and web-ui/src/api/schema.d.ts
(generate:api) so the committed contracts stay in sync with the corrected
doc comments; their residual "Frozen null/NaN policy for rolling values
(SCE-00 D3.2)" descriptions track PR #282's pending line.

Comment/description-only change; no behavior, API, or contract structure
touched.
