Test under C++26 with GCC 16 in CI (#56)

Add a development-version CI row that builds and tests under -std=c++26
with g++-16.  GCC's libstdc++ 16 is currently the only standard library
shipping std::philox_engine, so this is the row that actually exercises
the C++26 counter-based RNG path now covered by the test suite; a plain
c++26 row on the runners' default compilers would compile but skip the
philox_engine test (its __cpp_lib_philox_engine guard would be false).

g++-16 is installed from the ubuntu-toolchain-r/test ppa, gated on the
matrix compiler so the other rows are untouched.  It lands in the
development-versions workflow (the bleeding-edge lane, fail-fast: false)
because a brand-new toolchain may not always be available from the ppa.
