Fix permit empty schemas for endpoints in REST datasource handler (#6780)

Fix nil schema validation in REST datasource handler

ValidateArgs returned an error when inputSchema is nil, but the
constructor explicitly allows nil to be passed. A nil schema means the
endpoint takes no arguments; skip validation rather than reject the call.
