Fix/GitHub webhook dead code (#6781)

* Remove dead code in GitHub webhook handler

The URL path segment extraction was pulling the per-repo hookUUID out of
the incoming request path but immediately discarding it. Remove the dead
code and the now-unused strings import.

The hookUUID (stored as github/hook_uiid in entity properties) could be
used to validate that an incoming event corresponds to a registered repo;
that validation is left as a follow-up improvement.

* Document hookUUID validation opportunity in webhook handler

Add a comment noting that the URL path contains a per-repository hookUUID
(stored as github/hook_uiid in entity properties) that could be used to
validate incoming events against a known registered repo.
