Clarify serializer release notes by package (#759)

The serializer changesets reuse descriptions across packages, so the
Workflows release note describes a server default and the server,
client, appserver, and DBOS notes mix separate compatibility rules.

Replace them with package-specific notes that name the new public
serializer APIs and keep state-restoration migration guidance separate
from the server's public event registry. The existing release levels and
generated dependency releases stay the same.

Also clarify that the operator disables Kubernetes service links after
template overlays.
