[DOCS] Fix outdated check and test commands (#2320)

The "Running checks & tests" page documents commands which no longer
exist or which do something else than their description says.

The change in #2050 replaced the Composer scripts `check:php:stan` and
`phpstan:baseline` with the `runTests.sh` suites `phpstan` and
`phpstanGenerateBaseline`, but kept both scripts documented. It also
replaced the documented `check:static` command with the `phpstan`
suite and kept the description "Runs all static code checks (syntax,
style, types)". On top, the TypoScript lint command misses the space
after `-s`, and the unit and functional test commands are indexed as
the Composer scripts `check:tests:unit` and `check:tests:functional`,
of which the latter does not exist.

The PHPStan entry now describes the PHPStan check and what the `-t`
option selects, the baseline is regenerated with the
`phpstanGenerateBaseline` suite, the typo is fixed and the index
entries name the suites shown in the code blocks.
