URL-encode all Tab::Name external links

- responds to [Copilot recommended changes](https://github.com/MushroomObserver/mushroom-observer/pull/5374#pullrequestreview-5210859010)
- Adds a `url_encode` helper to `Tab::Name::ExternalBase`
- routes all external-link builder's taxon-name interpolation through it,
replacing ad hoc/no encoding that could produce invalid URLs for names with reserved or non-ASCII characters.
