Report the Docker build on pull requests

`build-and-push` is a required status check, but the workflow only ran on
push and skipped markdown via paths-ignore. A required check that is
skipped is never reported: it sits at "Expected - Waiting for status to
be reported" and blocks the merge permanently. The docs-only PR #42 hit
exactly that, and no manual run can rescue it -- a workflow_dispatch run
attaches to the branch, not to the pull request, so it never appears
among the PR's checks.

Adds a `pull_request` trigger with no path filter, so every PR reports
the check whatever it touches. IS_MAIN and IS_TAG are both false on a
pull_request event (github.ref is refs/pull/N/merge), so this path builds
the image without publishing it.

Narrows the push trigger from ["**"] to main at the same time. With both
triggers firing on every branch, a branch with an open PR would build
twice, and the concurrency group is keyed on github.ref -- which differs
between the two events -- so the runs would not even cancel each other.
Publishing still happens on main and on tags, which is the only place it
was ever wanted; validation of other branches now comes from their PR.

This matches the trigger shape ci.yml already uses.
