ci: publish the full image before exporting its build cache (#1562)

The registry build cache export (mode=max, several GB of torch/CUDA wheels
and embeddings) ran in the same step as the image push, so the image was
already on Docker Hub long before the step, the digest and the summary
showed it as done.

Push the image with cache-from only, write the digest and the summary right
away, then export the cache in a separate step on the builder's local layers
(type=cacheonly, continue-on-error) and report its outcome in the summary.
