tests: check the shutdown watcher failure in a synctest bubble

TestConn_dial_shutdownWatcherFailure polls three conditions with require.Eventually, so a regression waits a second on the first of them and reports only that one. Run the same check in a synctest bubble, where a single synctest.Wait() replaces the polling.

- Assert right after the reconnect settles and report every broken invariant at once.
- Sleep past the reconnect interval after Close(): a reconnect loop waiting for its ticker does not watch the connection state, and a goroutine left blocked turns a failed assertion into a bubble deadlock panic that aborts the whole test binary.
- Keep the original test, because testing/synctest needs Go 1.25 and the minimal supported version is 1.24.
