Send Data API array parameters with a single bracket pair (#2)

The spec names Data API array parameters `timeframe[]` and `filters[]`,
and the generated resources passed those names straight to the encoder,
which appends its own `[]` per element. Mux answered
`timeframe[][]=7:days` with 400 "Invalid timeframe value provided" and
`filters[][]=...` with a 500. @mux/ts 15.1.0 does exactly the same, so
this is a deliberate divergence from upstream, verified live on
2026-09-14: the emitter strips the trailing `[]` from list parameters so
the encoder writes exactly one pair, and a resource test pins the URL.

The mock tier now sends every query parameter, not only the required
ones, so a regression of this kind fails against Steady; numeric enum
parameters take their first allowed value (`rotate=90`).

The live tier is read-only by default: its one write, creating and
cancelling a direct upload, runs only with MUX_TEST_ALLOW_WRITES=true,
because the available test tokens point at the production environment.
The unknown-id 404 case is dropped — Mux ids are self-describing, so an
unknown but parseable asset id cannot be fabricated; the malformed-id
400 case keeps the real error payload covered.
