ci(govulncheck): build the scanner on the stable Go toolchain

setup-go fixes GOTOOLCHAIN=local, so the 1.25 pin could not build govulncheck@latest once x/vuln v1.8.0 raised its requirement to Go 1.26. The scheduled scan has failed since 2026-09-09; nothing in the module changed.

Track the current release in this job only — the other workflows keep their 1.25 pin, since the scanner's build toolchain is separate from the version matrix we test against. Stdlib findings now follow the latest release rather than the module's go directive.
