feat(mcp): declare read-only tool annotations (#43)

MCP tool annotations let clients render accurate UX (no mutation
warnings for read-only tools). Every tool is a remote read against the
Microlink API, except microlink_function, which runs caller-supplied
code against the live page and is annotated accordingly.
