BUG: a compressed url reader closes the response behind it

gzip, bz2 and lzma close only a file they opened themselves, and a zip
member does the same, so closing what open_url returned released the
decompressor and left the response open with no handle on it anywhere
else. Ten of the twelve suffix and mode combinations leaked. The two
that did not are the uncompressed ones, where the reader either is the
response or is a TextIOWrapper over it.

_ClosingReader takes ownership, on the binary layer so that a text
read stays a real TextIOWrapper over it. It is an io.BufferedIOBase
rather than an object forwarding through __getattr__, which was tried
and rejected: typeguard tests IO[str] and IO[bytes] with isinstance
against the io ABCs, so a forwarding object failed every check the
unwrapped reader passed, and an app naming a handle would have started
refusing compressed urls and only those.
