feat(relay): optional answer step that asks an external agent after relaying

With `chatParams.relay.answer` set, the relay POSTs the message text to a
runner after the copies are out and the confirmation is sent, then posts a
non-empty answer back. An empty answer means stay silent, and so does every
failure: a broken runner must never break relaying.

`send_to` picks the destination - a chat id sends into the collection group
as a reply to the copy and prefixes a voice transcript, "author" answers the
sender privately.

onAudio is imported on demand so relay.ts keeps its module graph free of the
audio chain.
