feat(agents): default model gpt-5.6-luna, inherit default chat params

The `"gpt-5-mini"` fallback in requestGptAnswer/requestNextModelAnswer is now
`DEFAULT_MODEL = "gpt-5.6-luna"`.

On its own that would break agents called over HTTP or the CLI: they are looked
up by `agent_name` and used raw, so an agent that declares no `completionParams`
would fall back to luna while also missing `chatParams.useResponsesApi` — and
luna rejects function tools on /v1/chat/completions. So `mergeAgentDefaults()`
now applies the `default` chat's `completionParams` and `chatParams` to those
agents, key by key, the way getChatConfig() already does for Telegram chats.
`tools` and every other field stay exactly as the agent declares them.

Verified against the API: luna answers 200 on /v1/chat/completions without
tools and on /v1/responses with tools, and 400 on /v1/chat/completions with
function tools.
