fix: use token acks for gen_statem actors

VirtualTimeGenServer actors were moved to token-tagged deliveries so that an
unrelated message cannot satisfy the wait for a delivered event, but
VirtualTimeGenStateMachine actors still acknowledged every message they
handled with their pid, leaving the same race in place: an acknowledgement
for something else could let the clock advance past an event the actor had
not processed yet.

Both wrappers now use the token protocol. While making that change, the nine
near-identical entry points in VirtualTimeGenStateMachine.Wrapper - one per
state function, each carrying its own copy of the delayed-ack clause and ack
call - collapsed into a shared deliver_event/3 plus deliver_state_event/4.
That is 131 lines of duplication gone, and the acknowledgement rule now lives
in one place rather than nine.

Also in this change:

* Bumped every GitHub Action to its current major (checkout v7, cache v6,
  upload-artifact v7, download-artifact v8, setup-java v6, setup-go v7,
  upload-pages-artifact v5, deploy-pages v5, configure-pages v6,
  action-junit-report v6, action-gh-release v3, setup-rust-toolchain v2).
  Two workflows were still on checkout v3 and cache v3. The action inputs in
  use are unchanged across these majors, and this clears the Node 20
  deprecation notices CI was reporting.
* Added .fossa.yml excluding generated/ and examples/ from the FOSSA scan.
  Those directories are build output - not part of what mix.exs publishes -
  and their transitive dependencies (the VLINGO XOOM examples declare
  io.vlingo.xoom:xoom-actors, MPL-2.0) were being flagged for review on every
  revision.

Verified locally: formatting, compile --warnings-as-errors, the main, slow
and diagram suites, Credo (no new issues), Dialyzer (0 errors). No failures
in 10 consecutive full runs.
