feat: publish protected InGitDB ACL operations (#9)

Delivers task 24 (`acl-24`) publication of completed InGitDB ACL work from tasks 1–23 in `dal-go/dalgo/spec/plans/layered-acl-mvp.md`.

Rebases protected read/write operations, generation fencing and policy predicate conformance onto current main, retaining the typed identity changes already landed. Uses released DALgo v0.80.0. Resolves current lint findings without changing ACL behavior.

Validation: unlinked tests pass (84.8% coverage; gate 80%); golangci-lint passes.

No new features or policy viewer/editor. Lead Claude review required. Agent owns landing only after approval using `wb pr land --approved-by <review comment URL>`.
