Use npm ci instead of npm install in CI (#152)

npm install can re-resolve and drift from what package-lock.json
pins, even with exact versions and integrity hashes recorded. This
caused today's dist-check and lockfile-drift CI failures on PR #147
and #149. npm ci installs exactly what's pinned or fails, eliminating
the nondeterminism. This is a redo of a fix that was raced out of
#149's squash-merge.
