ci: build the iOS head only when asked for (#64)

It is the slowest thing in this workflow by a wide margin -- around
eleven minutes against three or four for Android, and that is once a
macOS runner picks it up. On 2026-09-11 it was the only thing holding
up three separate merges, none of which touched platform code.

Two ways to ask now: the `ios` input on a manual run, or the `ios`
label on a pull request. `labeled` joins the pull_request types, or the
label would change nothing until somebody pushed and the run that had
already skipped the head would not reconsider.

The version job keeps ios in its needs, unlike windows, and its `if`
now checks results explicitly. A skipped dependency skips everything
that needs it -- the windows job's own comment says so -- which alone
would have ended releasing, the failure mode being a merge that
publishes nothing and says nothing about why. Windows is absent from
that list because it is never built; this head is built on request, and
when it is asked for its answer should still be able to stop a release.
So: skipped releases, failed does not.

Link's csproj change is deliberately NOT ported. This project already
sets the singular TargetFramework, and its own comment records why the
speed that buys on Link is unavailable here: Fast Deployment produces a
15MB APK with incomplete Material resources that dies on launch.
