feat(pickers): add the jQuery interface to the date and time pickers (#1235)

DatePicker, DateRangePicker, DateTimePicker and TimePicker registered
themselves as jQuery plugins without a `jQueryInterface`, so with jQuery
on the page `defineJQueryPlugin()` assigned `undefined` to `$.fn[name]`
and threw on the next line setting `.Constructor` — and, before
DOMContentLoaded, aborted the shared callback loop that registers every
plugin after them.

The four pickers now carry the same interface as the other components:
`$(el).datePicker()` creates or reuses the instance, a string argument
calls a public method by name and an unknown name throws a TypeError.
The `as any` casts hiding the missing member are gone.
