chore: rename crate and binary osm-diffs → osmdiffs (#803)

chore: rename crate and binary osm-diffs -> osmdiffs

Completes the repo move: the crate, the binary artifact, and every
name derived from them now match github.com/brawer/osmdiffs.

- `Cargo.toml` package name -> `osmdiffs`; `Cargo.lock` regenerated;
  `osm_diffs::` -> `osmdiffs::` in `src/main.rs`. Log `target` fields
  are now `osmdiffs::...` (reflected in the Hetzner `pipeline.log`
  fixture and `docs/LOGGING.md`).
- `Containerfile`: build WORKDIR `/usr/osmdiffs`, binary copied to
  `/app/osmdiffs`, `ENTRYPOINT ["/app/osmdiffs"]`.
- Tests: `cargo_bin!("osmdiffs")`, `cargo test -p osmdiffs`.
- Provenance BOM: tool component `name` and every `bom-ref`
  (`tool-osmdiffs`, `formula-osmdiffs-build`, ...) plus test assertions.
- SBOM scripts: `osmdiffs_bin.cdx.json`, the `osmdiffs:sbom:devBuild`
  property, and comments.
- Hetzner / macOS test tooling, per the "everything, consistently"
  choice: systemd unit names (`osmdiffs-run`, `osmdiffs-monitor`), the
  local podman image tag and VM label key (`osmdiffs-test`),
  `REMOTE_DIR` `/root/osmdiffs`, binary paths.
- Docs and stray comments.

Left unchanged:
- The frozen UUIDv5 seed URLs in `provenance.rs` / `datapackage.rs`
  (still `alltheplaces/osm-diffs`, as before -- the constants must not
  be regenerated).
- The local dev checkout path in the gitignored
  `.claude/settings.local.json`.

`cargo test --locked`, `cargo clippy --locked`, `cargo fmt`, and the
Hetzner pytest suite all pass.
