chore: update in-repo references for the move to brawer/osmdiffs (#802)

* chore: update in-repo references for the repo move to brawer/osmdiffs

The repo moved from github.com/alltheplaces/osm-diffs to
github.com/brawer/osmdiffs (new owner, hyphen dropped). This updates
every in-repo reference to the old path:

- Functional / output-affecting:
  - ghcr.io image name: Containerfile ARG default + LABEL,
    scripts/sbom/generate-sbom.sh default. (release-build.yml already
    derives it from ${{ github.repository }}.)
  - provenance BOM: REPO_URL and the purl in src/pipeline/provenance.rs
    and the matching purl in scripts/sbom/pipeline.jq.
  - datapackage manifest: HOMEPAGE, and NAME "osm-diffs" -> "osmdiffs"
    (the Frictionless package slug; no prod run has frozen it yet, so
    now is the cost-free moment to match the new repo). Golden file and
    the two name assertions updated to match.
  - scripts/test-on-hetzner: DEFAULT_REPO clone URL and the image-ref
    example / sanitisation test.
- Documentation and code-comment links, issue/PR shorthands, README
  badges (Coveralls, OpenSSF Scorecard).

Deliberately left unchanged:
- The frozen UUIDv5 seeds in provenance.rs (SERIAL_NAMESPACE) and
  datapackage.rs (ID): the constants were minted from the old URL and
  must never be regenerated, so the derivation comments keep the old
  URL verbatim, now with a note saying why.
- The Rust crate / binary name (Cargo.toml `name = "osm-diffs"`) and
  everything downstream of it (binary path, systemd unit names, local
  workdir names, `cargo_bin!`, log process name) -- a separate decision.
- `https://github.com/alltheplaces/` as the "All The Places" data
  supplier in the SBOM: that is genuinely the ATP org, not this repo.

Full test suite (cargo + the Hetzner script pytest suite) passes.
