* deps: Regenerate lockfile on main's base for the morgan bump

Dependabot's regenerated lockfile was missing the lerna@9 dependency
subtree that #1111 added to main (conventional-commits-filter@5.0.0 and
~150 lines with it), so `npm ci` failed as out of sync on a tree
unrelated to morgan. Neither rebase nor recreate reproduced it. This
rebuilds the lockfile from main's complete one with `npm update morgan`,
keeping the 1.12.0 bump and restoring the lerna subtree; package.json is
unchanged.
