docs(proposals): add View Transitions design proposal (<ViewTransition> boundary)

Moves the converged view-transitions design into the repo as a proposal:
self-activating <ViewTransition> boundary (settlement + Loading queue
readiness triggers, plus `on` for sync sources) via delayed whole-commit
on the stable Level 1 API. Documentation only; not a 2.0.0 gate.
