chore: remove Qodana (#318)

The Qodana workflow has failed with startup_failure on main and on every
branch since at least 2026-09-08, and its only job was already disabled
with `if: false`, so it produced a red check and no analysis. Nothing
depends on it: main has no branch protection and no ruleset, so the check
was never required.

Removes the workflow, the qodana.yaml profile, and the README badge.

The generated codegraph index still lists both files. It is a
codegrapher artifact (`codegrapher init && codegrapher export`) and is
already stale against the current tree, so it is left for its own
regeneration rather than hand-edited.

The repository secret QODANA_TOKEN_1815077826 is now unused. Removing it
is a settings change and is left to the repository owner.
