feat: store inline/noreturn and emit C99 inline definitions (#317)

function_spec productions discarded the token, so inline and noreturn
were accepted and then forgotten. DeclarationSpecifiers now keep them
the same way they keep storage-class specifiers.

Constraints: only on functions, not on parameters. Redeclarations
accumulate. An explicit return in a noreturn function is an error;
fall-off is not diagnosed without a CFG.

C99 6.7.4: an inline definition (every file-scope decl has inline and
none has extern) is emitted but not exported. extern inline, or any
prior non-inline proto, is an external definition. After a direct call
to a noreturn function, codegen emits voidReturn so later statements
do not run.

ValueEntry accumulates the C99 bits behind applyFunctionSpecs;
FunctionEntry snapshots isNoreturn and providesExternalDefinition.
Call codegen moves to CodeGeneratingVisitor_Calls.cpp.
