Add Europe/Dublin DST fall-back regression example, pending #165

Add a regression example ported from Timex's humanized-duration tests
(https://github.com/bitwalker/timex/blob/3.7.11/test/format_duration_humanized_test.exs),
covering the Europe/Dublin DST fall-back where only 1 real minute
elapses across a 1-hour offset change.

Marked pending, referencing #165: offset_delta folds the full 1-hour
transition into the distance even though the real elapsed time (1
minute) is much smaller, producing a negative corrected distance.

Only reproducible on Rails >= 8.0, where #to_time on a TimeWithZone
preserves the actual TimeZone object (see #162); skipped on earlier
Rails, where the example would otherwise pass for the wrong reason.
