Add gitlab to the provider_type enum and report it in SupportedProviderTypes (#6748)

* Add gitlab to the provider_type enum

Adds a provifv1.GitLab interface and its providerTypeMap entry so
ProviderTypesFromImpl reports the gitlab trait, plus the matching
provider_type enum value so it can be persisted in providers.implements.
Previously CanImplement honoured the trait for rule gating while
minder provider get did not list it.
