test(pynter): pin native Pynter's strict-bool if/elif/while/ternary conditions (#465)

py-slang#438 asked whether native Pynter's BR_T/BR_F (the compiled form
of every if/elif condition, while-loop condition, and conditional-
expression/ternary test) already enforces "Python §x only allows
boolean expressions" the same way the in-browser PVML interpreter does
(pinned by pvml.test.ts's "if 1:..." case, but only for that engine).
It does - pynter#37 confirmed this by inspection and by manually
exercising a built runner - but nothing in this repo's own suite
pinned it specifically for native Pynter: operator-conformance-
pynter.test.ts only sweeps operator x type combinations (control-flow
conditions are a different axis), and both native-pynter.test.ts and
pvml-runner.test.ts exercise the wiring against a fake stub binary,
not real PVML semantics.

Mirrors py2js-conditional-bool.test.ts's shape, but does not compare
against the CSE machine as the reference the way that file (and
generateNativePynterTestCases generally) does: the CSE machine doesn't
enforce this yet (py-slang#436), so using it as "expected" here would
pin the wrong behavior for native Pynter. Opt-in via PYNTER_RUNNER_PATH
like every other native-Pynter suite; skips cleanly without it (CI has
no native binary available).
