Merge branch 'feat/it2-wp3c-stats-deletion' into feat/it2-wp3d-connect-signal

Carries WP3c's round-2 fixes into the WP3d branch: the runbook's
direct-`200` row now lists `/comms/peers?all=true`, and step 7's gate is
worded so it is observable at step 7 (release telemetry plus the retired
subjects going quiet on the broker while intake is still on) instead of
requiring `HEARTBEAT_FORWARDING_ENABLED=false`, which is step 8's action.

Conflict in `docs/stats-decommission-runbook.md`, both hunks in
§Preconditions, resolved by keeping both sides:

- the substitution paragraph keeps WP3d's fuller `metrics.ts` inventory
  (the `peer.<addr>.connect` failure counter and its §7 link) and takes
  WP3c's new wording for what the row below actually observes;
- the step-7 row takes WP3c's gate and rollback cells and keeps WP3d's
  "**Before the ramp starts:** `peer.*.connect` observed on the broker
  with gatekeeper re-emitting from it (§7)" clause, which gates the same
  step from the other side.
