docs: fix the runbook's direct-200 row and the step-7 gate

Round-2 review of WP3c, both minors. Docs only; one file.

**The direct-`200` row was missing `/comms/peers?all=true`** (`:21`), so
a reader mapped it to the `308` row above it and could block the cut
over a path behaving exactly as contracted. The pack's rule text names
"/peers and /comms/peers with an `id` or `all` query parameter" as
directly handled, Pulse's whitelist strips the `comms` prefix before the
switch, and its goldens pin `("/comms/peers?all=true", 200)`. The row
now lists every alias the contract serves directly:
`/comms/peers/{id}`, `/comms/peers?id=` and `/comms/peers?all=true` —
the same line `docs/ai-agent-context.md` and `docs/openapi.yaml` already
drew.

**Step 7's gate was satisfied by step 8's action** (`:56`). It required
`HEARTBEAT_FORWARDING_ENABLED=false` read off the ws-connector
deployment, which is step 8's change, not a step-7 observation: with
forwarding off ws-connector publishes neither retired subject, so broker
silence follows from the flag alone and evidences nothing about clients.
Worked at step 9 the row could read green with ~0 % of sessions on the
heartbeat-free build. The gate is now the two things observable at step
7 — ≥ 95 % of sessions on the heartbeat-free build from release
telemetry, and the retired subjects going quiet on the broker as
sessions cycle (the client reads the flag at launch, so allow ≥ 24 h
after the ramp, and read the broker while intake is still on). The
disclosure above the table says which half survives step 8, and the
step-7 rollback cell now notes that a ramp-down takes effect on next
launch, matching the pack's `ROLLOUT-INFRA.md`.

**§5 says what each half proves.** The flag check stays there, where it
is correct for step 9, with a note that broker silence at that point
evidences the *intake*, not the client ramp — the two commands and the
flag are one check, and after step 8 a silent broker cannot stand in for
