The budget that bounds silence, and the log that is not collecting yet

Two corrections to the plan. The paid step's timeout reaches httpx as a bare
float, which spreads it across connect, read, write and pool separately: for a
stream the one that governs is the gap between chunks, so the constant bounds
silence rather than the answer — the opposite of the complete-answer budget the
functional description describes, and of its refusal to make time-to-first-token
a requirement. Written down rather than fixed, because nothing yet says the
number is wrong and the new failure log is what will say.

And the context now logged beside a rejected payload collects nothing until that
commit runs on the host, which it does not. The part that waits on a fortnight of
production evidence waits on a deploy first.
