git: say when a token file cannot be read

Suppressing OSError treated a file that exists but cannot be opened as
though no token had been stored, which is the harder of the two problems
to notice and the one worth a message. A missing file stays quiet, since
that is the ordinary case for a machine that keeps its token in a keyring.
