tests/test_chrome_flag_binary: stop depending on the host

The helper standing in for a candidate that exists but cannot be read fell
through to opening the real path, so the unreadable case only held where
no browser was installed. On a machine with Chrome the candidate opened
successfully and the lookup returned it. It now raises, which is what the
test was always describing.

The one entry address that fails the string test is marked as
unreachable rather than left as a gap, since every address in the range
has already passed that test during run detection.
