test(cli): Compare the wallet location rules across both CLIs

cli-parity already reads both CLI sources, but compared only the command
surface. Each suite pins the location rules as its own literals, so a
change made on one side and updated in its own test left the other
silently resolving somewhere else with both suites green -- the two CLIs
opening different files being the failure this backend exists to
prevent.

The extractor scans rather than pattern-matches, because both files put
example paths in prose and a comment mentioning ./wallet.json is not a
rule.
