ADR: REST API Guidelines (#12544)

## About the changes

Introducing a Guideline Document for creating new REST endpoints. 

It's an ADR, but it doesn't cover everything this kind of document
should.
From here we can either iterate on it or change it's name to be more
specific. (Ideas?)
