[Web runtime] Add core action capability dispatch (1/3) (#1586)

- Add action capabilities to the registry, CLI configuration, and runtime types
- Support goal submission, feedback, results, and per-goal cancellation
- Report unavailable servers, rejected goals, and action failures
- Bound disconnected-client cleanup with a 30-second drain period
- Release feedback callbacks on completion or failure and clear pending state on teardown
- Add regression coverage for callback cleanup, reused IDs, late replies, and concurrent cancellation
- Run regular and IDL tests in separate Node.js 26 matrix jobs (43.3% reduction)
