config: align task-name validation and import diagnostics

- match task-name uniqueness to lookup with EqualFold
- include the imported file in inline and repeated-import collision errors
- cover commands, targets, and sudo on import entries
- restore the original loadSecrets and inventory-test comments
- document case-insensitive names and regenerate the site source
- report empty YAML imports as having no tasks
