Select and verify matching PHP tools in Linux CI

The Linux matrix installed versioned packages but selected unversioned tools and replaced explicit runtime overrides. Select matching tools and validate them before dependency builds so each job checks its requested PHP version.

Preserve absolute and relative overrides, pass the selected php-config in both coverage modes, and cover selection and early failures with isolated script tests wired into pre-commit.
