chore(scss): drop dead browser hacks (#1139)

-ms-overflow-style and the IE/Firefox/Safari comments in the time
picker, (-ms-high-contrast: none) in the sidebar nav's hover queries,
and the @-moz-document block in the calendar that re-stated three
range rules with :nth-last-child(… of …) for a Firefox without :has().
The v6 floor is Firefox 130 (.browserslistrc), which has both, so the
main rules already apply there. Compiled output loses exactly those
declarations and blocks.
