fix(fabricx): retry the block-index lookup after finality (#1722)

integration/fabricx/simple/views.CreateView queried the committer's block query
service the instant finality was reported. The committer reports finality from
its notification service but appends and indexes the block into its block store
independently, so GetTransactionByID can still answer NotFound there -- which
made fabricx-deployment and fabricx-simple flaky:

  failed to get tx for txID [74b5...]: NotFound: not found in index

Height 3 means blocks 0..2; the transaction lands in block 3. Instrumenting the
view locally shows the same lag on the first create: attempt 1 fails at 10ms,
attempt 2 succeeds at 619ms, and the transaction is reported in block 3.

The race is not new. It was masked by the time.Sleep(5s) inside the old
utils.FinalityListener.OnStatus, which 9701422c removed because the committer
contract forbids sleeping there.

The view now retries GetTransactionByID until the index catches up, and
platform/fabricx/core/ledger.GetTransactionByID documents the lag so the next
caller does not write the same bug.
