refactor(RangeSlider): render the value bubble as a tooltip (#1133)

The bubble re-implemented the tooltip's pill and arrow with twelve
--cui-range-slider-tooltip-* look tokens and its own light colours, so it
looked like nothing else on the page and ignored --cui-tooltip-* and the
theme slots. The plugin now renders <output class="range-slider-tooltip
tooltip bs-tooltip-top"> (vertical: bs-tooltip-start) with .tooltip-arrow
and .tooltip-inner; the SCSS keeps only the positioning (offset from the
thumb, arrow centred on the bubble, fade on hover/focus). The twelve look
tokens and their Sass variables are removed, -margin-bottom/-margin-end
stay. Measured in Chromium: bubble centred over the thumb, arrow centred
under the bubble, vertical bubble beside the thumb with the arrow on its
edge, fade to 1 on focus, theme-secondary on the slider colours the
bubble. Migration entry with the override that restores the light look.
