feat: buffer writer HAL and FastLED HAL example

Instead of writing output values to real hardware, this HAL is used to
write the value to e.g. a memory buffer using a simple writer interface.
This allows for example to write RGB values to a FastLED CRGB[] array
and thus JLed controlling FastLED driven neo pixel LEDs.
